Pedro Fernández de Velasco, apodado el buen conde de Haro (1399-Medina de Pomar, 25 de febrero de 1470[1]​). Ricohombre y magnate castellano de la Casa de Velasco e hijo de Juan Fernández de Velasco Sarmiento y de María de Solier, señora de Siruela, Gandiel, Marchenilla y Villalpando, hija de Arnaldo de Solier, conde de Villalpando, señor de Siruela, Villalpando y Marchenilla, y de María Alfonso.[2]​ Fue conde de Haro por concesión de Juan II de Castilla y también camarero mayor de este monarca[2]​ y miembro del Consejo Real.[2]​
